Raising taxes, the authorities of the Khabarovsk territory want to replenish the Treasury and close the "hole" in the budget. The budget deficit of the region in 2014, close to 17 billion rubles. Regional Ministry of Finance proposes to increase the revenue base at the expense of indexation of rates of the transport tax by 12% on average. An appropriate amendment to the law "On the regional taxes and tax benefits" on July 24, 2014 has considered the relevant Committee of the Legislative Council.
In Khabarovsk territory the tax rates on some categories of vehicles are not indexed since 2007. Such categories include, for example cars up to 200 horsepower. Transport tax on boats, trucks, motor boats are not indexed since 2008. Katsuba Alexander (Minister of Finance of Khabarovsk territory) assured that after the increase in transport tax in the Khabarovsk region will still be lower than in the neighboring regions. He also informed that individuals tax growth in 2015 will not be affected.
Alexander Katsuba has informed that "for the population in 2015 the transport tax will not change. The increase will concern only legal persons. Increase rates of tax for individuals delayed until 2016 and there will not be such large numbers: for example, for vehicles up to 100 horsepower, the rate was 11 rubles, and will be 12. In Primorye, the applicable rate of 15 rubles. For owners of cars with capacity of 150 horsepower rate in the Khabarovsk territory now 27, is proposed to increase to 30 rubles".
It is planned that this increase of the transport tax in 2015, will bring to the budget of the region about 18.5 million rubles, and in 2016 (when the tax increase will affect individuals) additional income will be more than 117 million rubles. The bill in the first reading was passed almost unanimously by the Committee on the budget of the region. It was opposed by the Communist faction.
