Russia has decided to amend the military-industrial cooperation with the United States: from 01 June 2014 on the territory of the Russian Federation will be suspended the operation of GPS stations, the United States is prohibited to continue to use rocket engines made in Russia to launch its military satellites, also requested the US to extend beyond 2020 operation of the International space station will be rejected. This statement was voiced by Dmitry Rogozin – Deputy Prime Minister, on the "black" lists of the US and the EU.

Rogozin said that the talks with the American side of the allotted 3 months, if agreement fails, then the cooperation will be terminated.

Ban GLONASS in the U.S.

In late 2013 U.S. President Barack Obama signed a law that effectively prohibits the construction on the territory of America GLONASS stations.

In order to place the station GLONASS, the Director of national intelligence and the Secretary of defense must convince the Congress that these stations will not be used against the U.S. and will deliver exceptionally open data. The GLONASS system should not weaken the position of American GPS systems on the market and do not increase the efficiency of Russian weapons.

NewYorkTimes newspaper in November released data that the Pentagon has officially asked the U.S. state Department with a request not to build in the U.S. monitoring centers of the Russian GLONASS system. Its position, the Pentagon justified by the fact that by using such centres Russia will be able to monitor U.S. secret objects and increase the accuracy of missile guidance.

The request for the construction of GLONASS stations in the U.S., Russia sent in may 2012. It was planned to place the 8 stations.

Will the countermeasure on the Russians?

Andrey Ionin (chief analyst NP "GLONASS") has noted, that Russia should behave "symmetrically" in the US: if on the territory of Russia are functioning GPS station, then in the U.S. must operate the station GLONASS. If the United States refuses to place the station GLONASS, Russia should refuse to place a GPS station. Ionin added that ordinary users will not notice anything, all of these decisions relate exclusively to the developers of satellites.

In turn, the General Director of analytical Agency TelecomDaily Denis Kuskov expressed concern that these decisions still impact on ordinary Russians. "The U.S. can turn off access to GPS in Russia. For the authorities it is not a problem, they created GLONASS, so as not to depend on the United States, the majority of Russians had access to devices that support GLONASS, only in 2013".

However, Grand believes that the shutdown of GPS stations does not lead to a complete loss of signal. "If the location of the object is determined with the accuracy of meters, when the station is off, the error will be tens of meters".
