22 of April. Dmitry Medvedev (Prime Minister of Russia) signed a decree prepared by the Ministry, introducing amendments in the adopted package of measures on introduction of social norms of consumption of utilities. Information about this appeared on the official website of the Government of the Russian Federation.
This order excludes the provisions on the introduction of sinori of consumption of utilities for water supply, gas supply and heating.
The signed order stipulates the submission of the Government of the Russian Federation proposals on the possibility of establishing singmy water with the application of sidorme for electricity on the territory of subjects of the Russian Federation, as well as the rate of equipping of premises with devices of individual water metering.
On the official website of the Government of the Russian Federation also has information about what the implementation of pilot projects on introduction of social norms of consumption of electric energy, showed that the main condition of success of the implementation of Sinim, is equipping consumers with metering devices.
According to statistics as at 30 June 2013, approximately 57.5% of apartments and residential house are equipped with individual water meters (hot and cold).
The government also noted that the introduction of social norms in water prematurely, because in this field there is practically no cross-subsidies, which are trying to reduce by introducing social norms.
Before you set social norms for gas supply and heating, it is also necessary to equip the majority of apartments and houses with individual metering devices. However, in the old houses door-to-door installation of counters of thermal energy would require a fairly large financial costs, as in these houses used the heating system with a vertical layout.
The Government noted that the decision will help to clarify the complex of measures on introduction of social standards taking into account the existing realities.
