From 1 August 2013, Russia has a law restricting access to Internet resources that distribute motion pictures and television movies, and violating copyrights.
On Wednesday 12 March 2014 the state Duma will consider the first reading of the bill. On the bill "anti-piracy" law will have effect also on literary, musical works and other objects of copyright and related rights.
The bill, unofficially known as the "anti-piracy", in force since 1 August 2013. According to this law limited access to Internet resources, distributing TV & movies and infringe copyrights.
Introduced by the bill will restrict access to all pirated content (not just movies). The bill also clarifies the mechanism of the lock operator content recognized as illegal. In the explanatory note to the bill says that a service provider should not block a particular location in the site content, and all illegal content. Block content on the basis of entered into force court act. If the operator does not have technical possibility to restrict access to information posted illegally, then it needs to restrict access to all information resources.
The bill provides an exemption from liability towards users and right holders for restricting access to information. This exemption applies to the owner of the website operator and hosting provider.
If the bill is passed, it will enter into force on 01.07.2014.
Victims of piracy
In the summer of 2013 the court issued a ruling restricting access to series and films: "Five brides", "the Legend number 17", "Admiral", "Vysotsky. New shool", "Summer of wolves", "beetles", "Pregnant", "Interns", "Love undercover", "the Institute of noble maidens", etc. in addition, the access restriction has also affected the number of foreign TV series, including "Borgia" and "Game of thrones". September was marked by new restrictions. Was denied access to films and serials, such as "enjoy your bath", "Illusion of deception" and some other.
What resources do you plan to lock
Since 2012 in Russia to develop a "blacklist" of Internet resources that are to be blocked. In this list are sites that distribute prohibited content. Such content includes: child pornography, manufacturing of drugs, instructions for suicide. This leads the list of Roskomnadzor, the Federal drug control service and Rospotrebnadzor.
