5 of May. Vladimir Putin signed the law obliging popular bloggers to fulfill requirements that apply to the media. The document was posted on the official website of legal information.
The law was developed by deputies and is included in "anti-terrorist" package, developed after the terrorist attacks in Volgograd in late 2013. The new law introduces the notion "blogger". According to the law under the blogger refers to the owner of the site with the attendance of 3 thousand users per day. The law also provides for the establishment and maintenance of a registry of bloggers. The maintenance of this register will be Roskomnadzor.
Responsibilities of bloggers
Bloggers will have a new duty to publish your personal data (surname, name, patronymic), e-mail address. If the identity of the blogger will be impossible to identify, Roskomnadzor would send hosting request for providing these data. Within three working days after receipt of notification, the hosting will be obliged to answer them. Failure to submit such information would result in the imposition of a fine for individuals – 10 thousand – 30 thousand rubles, legal entities – 50 thousand – 300 thousand rubles. Repeated violation within a year will result in a fine increase almost twice.
This law prohibits bloggers use your site or page to commit criminal offences, disclosure of information constituting state or other secret protected by the law. Also prohibited the dissemination of materials containing appeals to terrorist activity or justifying terrorism, other extremist materials, materials that promote pornography, violence, cruelty, and materials containing obscene language.
The owners of popular blogs will also be obliged to check the accuracy of the information before it gets to the site and remove it immediately if detected its unreliability. Bloggers are also prohibited to disseminate information about private life of other people, they also have a duty to comply with the restrictions and prohibitions stipulated by the legislation on the referendum and elections.
The law gives the bloggers and some rights. For example, blogger has the right to obtain, seek, disseminate and impart information, to Express their personal thoughts and opinions, evaluate them, indicating your name, or alias, to distribute fee-based ads (taking into account the provisions of the law "On advertising").
The law also stipulates the obligation of search engines, social networks and forums to keep the information left by the users, within 6 months.
