From 1 of July 2014, all Internet providers of Russia will be obliged to install on their network equipment, which will record and store Internet traffic. This is due to the draft order of the Ministry of communications of the Russian Federation. Control get IP addresses, telephone numbers, email addresses, account names, social network users. Such information must be kept no less than 12 hours. Access to this information will have special services.
Currently, Russian Internet service providers are required to have the equipment operational - investigative activities (or SORM for short). The operators, in accordance with the Federal law "On communication" must provide the necessary information to the state bodies which carry out operational-investigative activities or ensure the security of the Russian Federation, to provide information about users who use communication services and other information that is required by the organs to perform their functions and tasks.
In 2008, the Ministry of information technologies and communications of the Russian Federation issued the order "On approval of requirements to networks of telecommunication at carrying out of operatively – search actions". According to this order of SORM is in accordance with the action plan to implement the system on the communication centers of the operator. The plan agreed upon by the authorized body (the Federal security service of the Russian Federation). Operators until recently were required to transfer telephone numbers and the location of their subscribers, but were not required to record this data.

According to the international human rights organization freedom house, Russia in 2013 ranked 41st in the world in terms of Internet freedom.
