That is, the owner of a standard one-bedroom apartment pays an average of about 270 rubles. The lowest rates of contributions to St. Petersburg (of 2 rubles per square meter), the highest - in Moscow (15 rubles per 1 square meter).
Previously, residents of the regions where the charge for major repairs already charged, received individual receipts. Now overhaul included in a receipt along with the light, water, heat and gas. In those regions where payments for capital repairs has not yet been charged (for example, in Moscow, this type of payments will start to be charged from July), will receive the updated receipts.
However, in the Ministry of Construction said that the developed form is a recommendation. Use it or not, will decide control of the company, based on the method of accumulation of funds for major repairs - on account of the regional operators or at home.
With regard to the single form of receipts, including charges for water, electricity, gas and home repairs, it existed before. Some regions are already using it up.
Updated receipt has become much heavier and contains more information. As before, the receipt is made up of several blocks: information on the payer, payee details, calculation of the amount of payment for utilities and repairs and maintenance of premises. There is also background information on consumption norms, indications of counters, details of the beneficiary's contribution to the overhaul and installment payment.
In addition to the appearance of lines about the overhaul, there are other innovations, but they are rather technical. For example, a receipt is on the final line, reflecting the individual payment amounts for the current repairs and maintenance of housing and communal services. There was also further background information on the maximum index change the amount of payment of citizens for public utilities set for each region. That is, the owners will be able to check if they charge a fee or not correct.
The creators thought about the receipt of the Russians, who are two-component water tariffs. Now the receipt contains the fee for water and thermal energy used for its heating.
