In the State Duma prepared the bill on a very delicate subject. The topic covered in the document, not just hot, for many it is painful. It the bill is about pseudoephrine and wreaths on the roadside, who has recently been attached to our roads cemetery.

The changes that are being proposed to relate to and road, and car owners, all who settled not far from the slopes. On the other hand, changes can directly relate to those whose loved ones died in a traffic accident, an accident, a crime, and there is also not enough.

A strange situation has developed around the installations of memorials, pseudomugil and other paraphernalia on the ground of death. Those who at least once traveled the roads of the country, could not fail to notice that in recent years the fashion to put obelisks, faux tombstones to build on the site of the tragedy gazebo, hang in there paintings and wreaths acquired the character of a epidemic. We should not forget that even though it is being built with the best of intentions, but in places not designed for this purpose - on roadsides, the roadside houses, villages, bridges and crossroads.

The phenomenon became so widespread that scientists-ethnographers write about him in books and even defending a thesis. Scientifically these memorials are called "cenotaphs". The cenotaphs can be as strict boom and unobtrusive wreaths. At the place where I put the parts car, wrecked accident that scares passing.

A common feature of cenotaphs beneath them graves. The bodies of the dead buried in the cemeteries. It is obvious that the cemetery over the grave, following the tradition, the relatives put the cross, the Crescent or the monument. At the scene the relatives of the deceased simply perpetuate the very place of death.

There is another similarity that unites these different signs of memory and pathos granite memorial, and a modest obelisk, welded from sheet metal. Both installed without asking permission, no public utilities, no road services, nor of those who live nearby or even more of those who drove past the place where the accident occurred.

This tradition is already so tightly into our life that we don't even remember when it all started. Scientists Evgeny Safronov and Michael Matlin made three expeditions along the routes (Federal, administrative, district and village), there were 278 commemoratives at 670 km. on all the signs was kept of who and when they were installed. Such obviously forgotten by those who had established marks was third. When scientists analyzed the cenotaphs, which had the date they came to an interesting conclusion. 1980-ies were observed in just 3% of the cenotaphs, 1990 – 28% memorials 2000-mi – 53,5%, from 2011 to 2013 is 15.5%.

It is clear that such an abundance of cenotaphs, on the one hand caused by the increase in the number of vehicles, and therefore the inevitable increase in the number of accidents. But that's not the only reason. Scientists believe that the fact that the perpetuation of exactly the place a person's death is linked with the loss of the once-existing tradition of the funeral.

And workers of housing and communal services in towns and road services and the traffic police are people too. Without special needs, no such separatist pseudomugilidae blows.

Commenting on the situation, the Deputy from LDPR working on a project on the prohibition of pseudomugilidae, Valery Seleznev, said: "the Subject is painful. I understand the feelings of loved ones, but in Russia in road accident each year are killed tens of thousands of people. Many sympathizers have to emphasize the place of the accident, funeral wreaths, artificial flowers, monuments, makeshift graves. And graves beneath these structures, no, it would be contrary to the law and traditions. This is a grave faux. And all this is constructed along the roads."

Such reminders of death make it hard to think, immersed in their thoughts, and this is unacceptable when driving driving – driving requires maximum concentration and attention. As a result, new causes of accidents.

What MPs propose? To prohibit the installation and placement of memorials, wreaths and other funeral merchandise in borders of roadside strips of highways.

This idea is not new. To put an end to mourning fashion was suggested by the deputies of the legislative Assembly of the Tver, Tula, Leningrad, Sverdlovsk areas, Tatarstan, Kabardino-Balkar Republic and Jewish Autonomous region.

Opponents of the initiative their arguments: seeing the wreath or pseudomugil, drivers slow down, become more concentrated.

Commenting on these arguments, the head of the public movement "the Federation of Russian car owners Sergei Kanayev said that wreaths and memorials along the roads, unfortunately, discipline drivers not added.

Funeral paraphernalia doesn't save anyone, otherwise on our roads do not appear every year, more and more wreaths. The road should not become a graveyard. I understand that removing the existing memorials to relatives of the deceased plunge in despair, but we believe you need to prohibit new. And in order to draw the attention of drivers to the difficult and dangerous sections of the road, it makes sense to put the yellow signs "Attention, dangerous stretch of road, it killed so many people." It will not make unnecessary anxiety, but will alert the driver be careful.
