12 October. On the eve of the State Duma in final reading adopted amendments relating to the increase in the penalty for the non-admittance of pedestrians and cyclists. The penalty for the fact that the driver did not give way to them on the "zebra" will grow to a minimum of 1,000 rubles. If earlier for this violation from the drivers the maximum was charged 1,500 rubles, but now the maximum bar is raised to 2,500 rubles.
These corrections in the Cabinet explained the increase in the number of violations. In 2016, 1.8 million cases were registered in connection with the non-registration of pedestrians.
Commenting on this initiative, the first deputy head of the faction "United Russia" Andrei Isayev explained the reason for the increase in violations. "In the 90s pedestrians were timidly standing on the" zebra "and waited until they could run across the road," he said. Then they raised fines for the non-registration of pedestrians from the symbolic 100 rubles to 1.5 thousand rubles, for a while it helped, drivers skipped pedestrians. But now even this amount has ceased to impress potential violators - the "second wave" of auto-rummage has gone, said Andrey Isaev. Consequently, there was a need to tighten the punishment. The amendments adopted in the final reading introduce a range from 1.5 to 2.5 thousand rubles. The final amount of the penalty will depend on the degree of guilt of the driver in each specific situation, the deputy explained.
"For" the adoption of these amendments voted the absolute majority of deputies. For example, for improper parking, a fine is already charged even more (3 thousand rubles), so for such a socially significant violation, which is fraught with loss of health or even life, it is obviously necessary to fine more seriously than now, the deputies believe.
The LDPR party refused to participate in the vote, calling the amendments "an attempt to get into the pocket of the drivers." Deputy Yaroslav Nilov, explaining the position of the faction, noted that another tightening of punishment will lead to more careless behavior of pedestrians, who are already less cautious, "go looking at mobile phones, creating emergency situations." It is necessary to build more underground and aboveground transitions, rather than raise fines, the LDPR party believes.
First Deputy Chairman of the State Duma Committee for State Construction and Legislation Vyacheslav Lysakov (United Russia party) noted that "the driver is protected by a metal sheath and the pedestrian is not." According to him, the punishment is toughened "not for someone to make a fortune, but to protect pedestrians." "If we save at least one life, this step will be justified," the deputy believes. Nevertheless, the State Duma has now decided to increase the discipline of pedestrians. For those who create potentially emergency situations at a pedestrian crossing, the fine is currently 500 rubles.
