May 24. Already in the summer of 2018, the tariff corridor for CTP will change, the coefficient on the age and experience of the driver will receive 50 values, instead of the existing 5. As far as the price of the insurance policy will grow with this approach, the correspondents of the "Political class"decided to understand.
The tariff corridor will change by 20 percent up and down. That is, if now the tariff corridor in the base rate for cars belonging to individuals, ranging from 3 to 4 432 118 RUB, after the entry into force of changes it will be from 2 to 4 746 942 RUB. Thus, the insurance company will have the opportunity to vary the cost of the policy within 60 percent.
Significant changes will affect the coefficient on the experience and age of the driver. This is the figure by which the base rate is multiplied when calculating the cost of the CTP policy. Currently, this ratio has 4 values:
- for drivers up to 22 years with experience of management up to 3 years – 1.8;
- for drivers older than 22 years and with experience of management to 3 years-1.7;
- for drivers under 22 years and with experience of management over 3 years – 1.6;
- for drivers over 22 years and with experience of management over 3 years-1.
There is also a coefficient for insurance policies without limiting the number of persons admitted to management – 1.8.
The new coefficients provide much more gradations by age and experience.
According to the Deputy Chairman of the Central Bank of Russia Vladimir Chistyukhin, practice shows that the most risky drivers are people aged 16 to 24 years, regardless of driving experience. The highest coefficients are provided for them.
- for drivers aged 16 to 21 years with driving experience of up to 2 years, a coefficient of 1.87 is introduced;
- for drivers aged 16 to 21 years with experience from 3 to 6 years-1.66;
- for drivers aged 22 to 24 years with experience up to 2 years, the coefficient will be 1.77;
- for drivers aged 16 to 21 years with experience of 3 years-1.04.
The lowest coefficient-0.96 will appear in drivers aged 35 to 39 years with driving experience of more than 5 years. A similar coefficient will be used for drivers aged 40 years and older with experience of 3 years.
Vladimir Chistyukhin noted that the introduction of increasing coefficients for drivers aged 60 -70 – 80 years with driving experience of more than 2 years is not provided. Practice shows that in road accidents they get no more drivers at the age of 40 years.
Also, the changes will affect the bonus Malus, which is assigned depending on the presence / absence of an accident. First, the driver will have one. Now there may be several of them. For example, a person purchased a CTP policy for his car, and was also included in the CTP policy of his wife. On the car of the wife, he committed an accident. As a result, he had two coefficients. At the conclusion of a new insurance contract, the insurer is obliged to choose a coefficient that is lower.
Bonus-Malus is assigned once a year. Thus, the history will be assigned to the driver, not to the car.
In the end, after the entry into force of the amendments, if the insurer chooses the maximum tariff policy for the average driver will cost 7 thousand rubles, against 5.8 million rubles. The most expensive insurance policy will cost 31 thousand roubles, versus 24.9 thousand RUB, the cheapest policy will cost 1.7 million rubles, compared to 1.5 thousand rubles.
If the insurer chooses the minimum rate, then the insurance policy the average driver will cost 3.9 thousand RUB compared to the current 4.9 thousand RUB, the Most expensive is 17.9 million against the current of 20.8 thousand RUB cheapest – 950 RUB against 1.2 thousand.
Of course, everyone fears that insurers will take advantage of the opportunity to set maximum tariffs. According to Vladimir Chistyukhin, to avoid this, it is necessary to give the Central Bank the authority to control the tariffs set by insurers. In addition, in his opinion, in regions where there are no problems with scams, for example, in Moscow, there is competition that forces insurers to reduce the price.
And this is only the first stage, which is planned to be implemented this summer. The second stage will require changes to the law about OSAGO. These amendments provide for the possibility for insurers to set individual tariffs for insurance policies and further expansion of the tariff corridor. This stage is planned to be launched in 2019. The third stage, which provides for the removal of all restrictions, is planned to be launched after the successful work of the first two stages.
