June 27. Vladimir Putin's instructions on the results of a "Direct line with the President" to the Russian government are published on the official website of the Kremlin.
On June 7, 2018, a "Direct line with the President of the Russian Federation Vladimir Putin" was held, following which a number of instructions were drawn up. On Tuesday, June 26, the corresponding list of instructions was published on the Kremlin website.
Vladimir Putin's instructions appear regularly on the Kremlin's website. Over the past two months, Vladimir Putin gave:
- nine instructions on the results of the media forum of local and regional media,
- eight instructions on the results of the state Council meeting on the development of competition,
- seven instructions on the development of Church Affairs,
- three instructions were given on the issue of expanding the use of gas as a motor fuel,
- three-following a meeting with members of the Council of legislators,
- three orders - on the issue of preservation of particularly valuable object of cultural heritage "Ensemble of Novodevichy monastery".
As a result of the Direct line, a list of 15 items containing 19 instructions has been compiled.
Mortgage at 6% per annum
The first order concerns the introduction of amendments to the country's legislation providing for mortgage subsidies for families with four or more children up to 6% per annum. The government is obliged to fulfill this order by July 15, 2018. Prime Minister Dmitry Medvedev is responsible for implementation.
On June 7, during the" Straight line", father Igor Verkhovsky asked the President to reduce the mortgage rate from 13% to 6% for families in which not only the second and third, but also subsequent children were born. Vladimir Putin then noted that the change in the conditions of mortgage programs for large families will cost the budget about 9 billion rubles, but promised to consider possible options with the head of government – Dmitry Medvedev.
Recall that from January 1, 2018 there is a program of issuance and refinancing of mortgages at a rate of 6% per annum for families in which after January 1, 2018, the second and third child was born.
Following the instructions of the President of the country is connected with the remuneration of some employees of the budgetary sphere. Vladimir Putin instructed the government " to analyze the situation with the payment of certain categories of employees of the budget sector of the economy. To take comprehensive measures to prevent the reduction of the previously achieved wage levels of these categories of workers and to develop proposals to ensure further growth."
This assignment was the result of a complaint by one teacher that the salary, which grew in 2017, fell again.
The report on this issue should be submitted to the President of the country before August 15, 2018. The Ministry of labor, Ministry of education, Ministry of health, Ministry of culture and Ministry of education should provide further monitoring of the wages of employees of the budget sector of the economy.
2018 FIFA world Cup
Vladimir Putin instructed the government and senior officials of the regions where the FIFA world Cup matches are held to implement measures aimed at making effective use of the revenues received from the 2018 world Cup, as well as the buildings built for this event. Children's football centres should be established, infrastructure for mass sports, including children's sports, and infrastructure facilities should be created as training facilities for the Russian football team.
Shared construction and air travel
Vladimir Putin also instructed the Russian government to develop and take measures to complete the unfinished shared construction. To prepare proposals for the expansion of air travel subsidies and to develop and take measures to support research teams involved in the development of medical products from biocompatible and biodegradable polymers.
The President instructed the Federal Antimonopoly service to monitor the prices of aviation fuel and air tickets in order to prevent an unreasonable increase in prices for them.
Temporary residence permit and residence permit
The Ministry of labor and the Ministry of internal Affairs were instructed to simplify the procedure for obtaining a RVP and residence permit for foreign citizens who speak Russian and want to live and work in Russia. This should be done taking into account"the situation in the labor market in the subjects of the Russian Federation." These agencies, with the participation of the Ministry of foreign Affairs, the Ministry of science and higher education and the Ministry of economic development, have been instructed to simplify the procedure for admission to citizenship for foreigners "with competencies in demand in the Russian Federation".
The Ministry of healthcare jointly with the administration of Vladimir region Vladimir Putin instructed until 31 December 2018 to renovate the building of the hospital and children's policlinic in the city of Strunino.
The Ministry of education of Russia together with the administration of the Altai region is instructed to ensure the functioning of the school in the village of Staraya Surtayka of Krasnogorsk district, including the repair of the school building and equip it with teaching staff, as well as to provide a school bus for the delivery of students. It is necessary to fulfill this order and report on it before the new academic year – until August 15, 2018.
The Ministry of emergency situations together with the leadership of the Stavropol territory is instructed to provide support and issue state housing certificates to citizens whose premises were lost or damaged in connection with the flood that occurred in may 2017.
The administration of Tomsk region recommended to reduce the terms of granting land to large families.
The leadership of the Krasnodar region, together with the Russian Railways, was instructed to bring the beaches of the Lazarev district of Sochi to the proper state.
The administration of the Rostov region together with the Federal Executive authorities concerned instructed to help with the arrangement of Ukrainian citizens who moved to the territory of the region in connection with the conflict in the South-East of Ukraine.
The direct line, which took place on 7 June 2018, was the 16th For Vladimir Putin (11 times he participated as President and 4 times as Prime Minister) and the first since the beginning of his new six-year term as President of the Russian Federation.
