31 of August. From 1 September 2016 enters into force the regulations on reception of examinations on the right of management of vehicles and issuance of driver's licenses.
This regulation involves the complication of the procedure of exams, however, makes the procedure for the examination more transparent and understandable. In a new paper, the procedure spelled out minutely, from the time of applying and ending with obtaining a driving license.
As informs "the Russian newspaper", with reference to the first Deputy chief of head Department on safety of traffic Vladimir Shvetsov, regulation was necessary in accordance with the legislation, and secondly, up to this point exams are taken according to the methods developed in 2001. For 15 years the conditions of life and driving has changed dramatically. In this context there is a need to develop new forms of interaction of traffic police with driving schools and drivers.
What will change
First of all, the theoretical exam is more complicated, but fairer. If previously, when committing 2 errors candidate drivers were sent to retake, but now everything will change. Committing 1 error in one block, it will receive 5 additional questions and an additional 5 minutes.
If one of the additional questions the answer was incorrect, the candidate in the drivers sent to retake. If the delivery of a theoretical examination done 2 mistakes in the different thematic blocks, he will get 10 additional questions and an additional 10 minutes. Three mistakes even in different blocks will result in a retake.
From 1 September there will be new tickets for the theoretical exam. With the new tickets you can see the website of the state traffic Inspectorate. According to Shvetsova, any serious change have not been made, the questions were only adjusted for relevant changes in the rules of the road. The latter change, related to the introduction of the concept of "dangerous driving" tickets have not yet been included.
If the theoretical exam is successfully passed, then comes the next stage – verification of the initial skills of vehicle control. It is held in a closed area or the racetrack. In this part of the exam has also changed – for the candidates drivers added exercise. Instead of 3 now you will need to complete the 5 elements. The time to perform each exercise limit did not. Limited time for the whole exam.
There is only one exception – high-speed maneuvering. This exercise should be performed in strictly reserved time.
It should be noted that this regulation was adopted in March of the current year, and shall enter into force only in September. This delay was given in order to prepare inspectors, examiners to the new rules.
And each region, each examiner himself took the exam under the new rules. Only then he was entitled to the exams. It should be noted that the reform of driver training to the examiners of steel to meet new requirements: age at least 25 years, the experience of driving vehicles of not less than 3 years.
The next stage is the exam in the city. He has not changed. Was only adjusted estimates of the driver, i.e. the number of points awarded for performance or nonperformance of a job.
The regulation also provides for reception of examinations on the vehicle with the automatic transmission, but the candidate will have the rights corresponding limitation. If in the future it will be stopped by the traffic police when driving a vehicle with a manual transmission, it will be regarded as driving without a license.
The regulation provides for the possibility of taking the first two parts of the exam directly to the driving school. However, for this driving school needs to meet certain requirements. It is also necessary that the pass rate first time candidates for the drivers in this school was at least 70.
According to police, at present, about 80% of examinations carried out at the sites of driving schools. Also widely used in the transport driving schools.
However, the order of the interaction with the driving schools is currently at the signing, so the text of this order, the traffic police have circulated as recommendations.
The new regulation also stipulates that after the third unsuccessful attempt of exams, the next visit is only possible after 1 month. After 6 months, all the exams will have to pass again.
