November 25. An interesting bill was proposed by the Ministry of Transport of Russia. Drivers are invited to be divided into amateurs and professionals, lovers are invited to prohibit the management of "LiAZ" and "KamazAmi", as well as other vehicles that are classified as "C" and "D".
The draft law, providing for amendments to the laws on road safety and education, was posted on the official portal of legal information. It is noteworthy that this project was submitted for consideration as amendments to the existing law, although, in fact, it is an independent law that changes the whole system of driver training.
This draft law was prepared in the framework of measures to improve the education system of drivers and professional drivers. All the envisaged innovations fully correspond to the current requirements in Europe.
There the directive according to which the countries entering into the European Union, is obliged to provide a corresponding level of preparation of drivers is accepted. Unified requirements for rights, uniform requirements for training.
What is proposed in the new legislation
First of all, the education and training of drivers will change. Training for all categories except "C", "D", as well as "CE" and "DE" are not in educational institutions, as at the moment, on certain courses. After the adoption of this law, drivers of the categories "M", "A1", "A", "B1", "B", "C1", "D1", as well as "C1E" and "D1E" will be trained by certain organizations. For them, additional educational programs. Mandatory programs will not be there. As there is no document on education, only a certificate.
Moreover, such certificates can be printed in bundles, which will lead to the fact that the traffic police will come to understand as prepared people, with a certificate of the course. And the traffic police will take his exam. Thus, we will return to the situation when the self-training of drivers was allowed.
It should be noted that the developers of the document forgot about this category, as "BE" - for a car with a trailer.
Let's remind, that for that time (5 years) while there was a reform of preparation of drivers, it was possible to reach good results. The number of accidents with novice drivers with less than 2 years of management experience decreased by 46%.
There is a high probability that if the document is adopted, those who do not even have an idea of how to behave on the roads will leave on the roads.
Let's return to the drivers-professionals. This status was in many drivers during the Soviet era. They will have to take exams 2 times. First time on a category, and then on getting a professional status. In Europe it is denoted by code 95.
As a result, this document completely breaks down the entire system of driver training that meets European standards. At the same time, foreign drivers are being launched into the market of passenger transportation and cargo transportation, whose level of training will not be checked. In addition, it will be possible to obtain rights abroad, where it is easier and sometimes cheaper. And about the level of training drivers again forgotten.
Thus, pessimistic forecasts of the traffic police about a possible increase in accidents on the roads of the country will become quite real.
It should be noted that just the traffic police strongly resisted that they still had to take exams from professionals, because they are checked by Rostransnadzor. But the draft law says that the Ministry of Education and Science should prepare programs to train drivers, and the Ministry of Internal Affairs should take exams from them. And the task of the Ministry of Transport will be only the development of new professional programs for professional drivers.
