14 of December. The state Duma has approved the introduction of discounts for rapid payment of the fines. The authors of this initiative believe that the introduction of discounts will increase the collection of fines, to reduce the load on the courts, bailiffs and police, and will reduce the number of unjustified appeals against the decisions.
The bill, which provides for a discount of 50% at payment of the fine for violation of traffic Rules not later than 20 days from the date of the judgment, the state Duma considered in the second reading. At the moment, current legislation provides the offender with 60 days to pay the fine, no discount is provided.
Action these amendments in the administrative code does not apply to serious violations, e.g., driving while intoxicated, running a red light, repeated speeding more than 40 km/h, the movement of "the anthill", the bodily injury of mild to moderate severity in the accident and control of an unregistered vehicle.
The amendments also do not apply to minimum fines of 500 rubles – these fines have to pay in full.
Recall that such an initiative emerged in 2012, however, since consideration of this initiative was constantly postponed. In the first reading the draft law was approved in June 2014. It is expected that these amendments will enter into force on 1 January 2016.
