This was told by Konstantin Romodanovsky (the head of the Federal migration service of Russia).

"Naturally, those who arrived in Russia on an emergency basis, came to us for a temporary asylum status can certainly work without any additional permits, their stay in the Russian Federation will be accompanied by our support and assistance", - said Konstantin Romodanovsky. The decision not to enter the entry on passports for citizens of Ukraine, according to Romodanovsky, is due to the difficult situation in the neighboring country.

For those migrants who arrived not from the South-East, you will need to acquire a patent. To purchase it is a few thousand rubles, confirmation of knowledge of Russian language, Russian history and fundamentals of legislation of the Russian Federation. The tightening of immigration laws that occurred in 2015, according to Konstantin Romodanovsky, will not lead to shortages in the Russian Federation, workforce from abroad. Despite the decrease in incoming migrants that were observed during the first days of 2015 (the decrease was about 70%), after a few months, the situation stabilizes, said the head of the FMS.

From 1 January 2015 rules of entry to Russia for foreign citizens has changed. Cancelled quotas for labor migrants from visa – free countries now, foreign nationals need to obtain patents, allowing them employment, from physical and legal persons. in addition, citizens of CIS countries as of 1 January 2015 can enter Russia only on foreign passports. This rule does not apply, except Ukraine and other countries: Belarus, Kazakhstan, Armenia and Kyrgyzstan.

From 1 of January 2015 it was also toughen penalties for violating rules of entering Russia: foreign citizens who exceeded the period of permitted stay for 6-9 months, may be deprived of the right to enter the Russian Federation for a period of 5 years. Those who exceeded the specified period of 9 months or more, may be deprived of the right to enter Russia for over 10 years. As reported by Konstantin Romodanovsky, the first 25 decisions on prohibition of entry in 10 years have already been taken by the immigration service. Soon will appear another innovation for migrants. "At the moment we are actively working to introduce fingerprinting at the border crossings, fingerprints will show all" - said Romodanovsky.
