05 of November. 2015 can be increased excise duty on fuel fifth grade (diesel fuel and petrol class "Euro-5"). The increase is planned for 1 ruble per liter. The excise tax increase can lead to higher prices for gasoline in retail sales at 14-15%.
The correspondent of "Kommersant" wrote that the deputies plan to undertake tax reform, the meaning of which is that "fifth grade fuel will be subject to additional excise duty of 1 ruble per liter".
Tax maneuver in the oil industry (a sharp increase in mineral extraction tax and the tax abatement) will increase domestic oil prices, and with it the fuel. However, the authorities wanted the fuel to the retail price rose by no more than 1.8 rubles. Now, however, decided to reduce excise taxes not so much, a liter of fuel in 2015 for 3 rubles, and in the period of 2016-2017 years – 1.6-1.8 rubles per year.
The newspaper "Businessman" considers that the excise tax increase, if it will be fully incorporated in retail price, the cost of gasoline may increase (excluding inflation) of 7%, with inflation of 14-15%. However, the oil companies are worried that the government will continue to restrain growth in gasoline prices, which will lead to increased costs for these companies.
The planned tax maneuver is designed to stimulate to produce high quality petroleum products.
The Ministry of Finance has estimated an increase in the budget from increase of excise duties in 2015 to 90 billion roubles. From 2017, the budget revenue can be 200 billion.
