The state Duma in the second and once in the third reading adopted the bill on the introduction of restrictions under forced evacuation of cars.
The bill was introduced to the state Duma against the backdrop of public discontent with the whole system of evacuation. In the end, at the end of December 2014 in the first reading were supported by amendments made by the first Deputy of the state Duma Committee on constitutional legislation and state construction, the leader of movement of motorists "Freedom of choice" Vyacheslav Lysakov.
Under the initiative, an early evacuation is the beginning of movement of the towing. This allows the driver, who managed to approach his car before the start of the process, get your car and thus eliminate the obstacle to the other cars. In case of violation of this rule, an inspector or evacuatory will pay a fine of 20 thousand rubles. Moreover, the officers ordered to be near the machine prior to its evacuation, to avoid cases when the car were said to be taken without the necessary paperwork.
Have been made some more changes. In particular, the evacuation from under the signs prohibiting stopping and Parking is permitted only with the special labels "Working tow truck". Vyacheslav Lysakov noted that previously it was rather informative.
Now, "if there is a sign – evacuation possible, if not evacuate, it is not possible to only issue a fine". This amendment is a sort of compromise. Earlier it was suggested to completely prevent the evacuation of cars from under prohibiting stopping and Parking signs, but against such an initiative objected to the Moscow authorities.
Deputies of the state Duma hope that the signs about the evacuation will not be published widely and will appear only where they are really needed, for example, in the center of Moscow.
Thus the norm on tablets "Running a tow truck" will work two months after the entry into force of the act. Moscow authorities have calculated that the accompanying production of the new plates would cost Moscow about 300 million rubles.
The amendments also touched upon the introduction of fines for illegal Parking in the handicapped spot (up to 5 thousand rubles for citizens). In this case, the possibility of detention of the vehicle and placed in the impound. For legal entities, the penalty provided is much more up to 500 thousand rubles.
