The summer holidays are nearly over, which means that many children go to relax. And not only to grandparents in the village, but also to foreign resorts. So when crossing the border was no problem, the Border service of the FSB told about the updates and changes in procedures at border crossings of minors.

General legislation concerning the departure of minors abroad, has not changed since 1996, but some changes do occur. For example, this applies to documents that are required for travel to certain countries. Usually most issues arise from parents who divorced and are going to take out the child abroad, or if the child travels alone. At checkpoints and then there are conflict situations that often provoke parents, without checking the validity or availability of the necessary documents for travel of minors abroad. To no problems, you need to remember some rules, which will be discussed below.

If a minor citizen leaves the Russian Federation with at least one parent, guardian or adoptive parent, then the consent of the child from the other parent is not required.

If a child travels out of the country unaccompanied by their parents, guardians or adoptive parents, in addition to a passport requires a notarized letter of consent from one of the parents, guardians, adoptive parents or guardians to travel with the obligatory indication of the departure dates and the state, which intends to leave the child. Consent from the other parent is required.

There are cases when a child travels abroad with a "strange" adult: coaches, artistic Directors, educators. For this trip you will need notarized authorization from one parent. The validity of such permits is determined by a calendar date or the expiration of the period of time which is calculated for hours, days, months or years. The term can also be defined by reference to a particular event that must inevitably occur, for example, age, expiration of visas, passports and so on.

Notarized consent can be discharged once and act up to the age of the child, provided they visit the same countries as specified in the permit.

It is important to remember that consent must necessarily be the country that the child intends to visit. In this case, the indication of the name of the Commonwealth of States (e.g. EU, CIS, etc.) is not allowed.

If parental consent is decorated by a notary of a foreign state, such consent is permitted but it must be translated into Russian language and certified by the apostille under the Hague Convention, the consular or the diplomatic or consular mission of MFA of Russia. Thus in order to return to Russia, a minor citizen of the Russian Federation, parental consent is not required.

The next question that is often asked by parents: if your child can travel abroad, if the information entered in the biometric passport. In the Border guard service, commenting on the issue, explained that it does not give the child the right to travel outside Russia without your passport. However, if the child goes with the parent, which he entered in the passport of the old sample, a separate passport he does not need.

The next controversial issue – the limitation of the right of the child to travel abroad with one parent. This situation arises when one of the parents, guardians, adoptive parents, Trustees will declare the disagreement on departure of the child from Russia. In this case, the question of the departure of a minor is settled in court.

At the border, in this case, there would be a kind of stop-list, which contains information from the FMS, about the restriction on leaving a specific minor citizen of the Russian Federation. This is done by the application of either parent in FMS.

In the Border service stressed that if these children are identified, they are across the border are not skipped.

To avoid problems, parents who send their children abroad, be responsibility is to ensure that the child's temporary restrictions on travel. This question can be refined as the second parent, and in bodies of FMS. At the same time, all employees of the Border service instructed to provide every assistance are not missed across the border minors: they will go home accompanied by their representatives, will inform the parents about the incident. In addition, the child will provide a place to wait until someone from parents or other legal representatives will not take him.

To visit some countries the child enough to have a birth certificate. For example, these countries include: Kazakhstan, Belarus, Abkhazia, Kyrgyzstan and South Ossetia. In these countries children under 14 years can travel with birth certificate with a mark or liner on citizenship of Russia.

As for Ukraine, the Ukrainian government decided to suspend from 1 March 2015 the validity of documents of citizens of Russia, with whom it was possible to enter the territory of Ukraine. This situation affected both of internal passports and birth certificates. As explained in the Frontier service of FSB of Russia, Russian border guards let the citizens of Russia on the documents, but warned that a possible refusal of entry into the country by Ukrainian border guards.
