21 of Aug. In the State Duma of the Russian Federation discusses a bill proposed by the Deputy from "Fair Russia" Andrey Tumanov. The bill includes the imposition of fines or compulsory work for throwing litter from a car window.
Andrey Tumanov proposes to Supplement the Code of administrative offences with a new article "Violation of rules of conduct in road transport. In particular, throwing litter or other objects during its movement, as well as stopping or Parking". For this it is proposed to impose a fine in the amount of 10 thousand rubles, or compulsory work for up to 40 hours.
The Bill is a mechanism of "public participation" in identifying and namazyvanii for the offense. In particular, to fix the violation will be possible by means of photo - video and aedificatio.
The applicant will be required to fix the violation of the self, as well as the registration number and make of the car of the violator, date and place of incident and the time of the act. At the same time, the applicant will need to provide information about yourself, including place of residence and give permission to the processing of their personal data. The competent authorities will be obliged within 30 days from the date of receipt of the application inform the applicant about the results of consideration of this application.
If it is determined that the applicant gave false or fraudulent information, then the victim of a "slander", would be entitled to claim damages and compensation for moral damage.
According to Andrey Tumanov, motorists are increasingly thrown from the Windows of their cars in the trash, "unextinguished cigarette butts spoil the appearance of the city, and also create a fire hazard situation. The practice of namazyvanija drivers for discarded cigarette butts there are in Europe. For example, in Spain for this violation entails a fine in the amount of 90 euros, and for larger debris – 200 Euro", - explains Andrey Tumanov.
The developers of the bill point out that currently in some regions of Russia already there is a penalty fine for waste. In particular, in Krasnodar territory the penalty is 2 thousand roubles, in Primorski Krai – 3 thousand rubles, in Vladimir oblast – 2,5 thousand rubles.
