Basmanny court of Moscow arrested the Governor of the Sakhalin region Alexander Horoshavin to 27 April 2015 in the case of receiving a bribe in the amount of 5.6 million dollars at the conclusion of the state contract for the construction of a block of a thermal power station in Yuzhno-Sakhalinsk.
Judge Valentina Levashova rejected the petition of the lawyer, who asked to appoint house arrest when bail in the amount of 5 million rubles.
The arrest will last until 27 of April. Within 10 days, the suspect must make a formal accusation.
The investigator Sergey Chernov, commenting on the decision, explained that in the case that would be assigned a lighter sentence, the suspect might abscond, destroy evidence, and also began to threaten witnesses. The investigator recalled that Alexander horoshavina threatens till 15 years of imprisonment.
Criminal case
According to investigators, the programme for the period 2010 – 2013 received kickbacks in the amount of 5.6 million dollars at the conclusion of the state contract for the construction of the fourth power unit of thermal power station of Yuzhno-Sakhalinsk.
Khoroshavin guilt is not recognized and stated that the contract had absolutely nothing to do. "I didn't play it, didn't sign anything and even the movement of money is not involved," he said.
The investigation considers that this bribe the Governor received from the head of the "Pacific Mezhtorgbank", Director of "Energostroy" Nicholas Crane. The crane is also a defendant in a criminal case – some time ago a long time spent in "sailor's silence" on charges of tax evasion in the amount of 56 million rubles. However, he was released.
According to the investigation of the bribe was transferred not directly, and through intermediaries, among whom were subordinates of the Governor of the Sakhalin region.

The suspect asked the court "to appoint house arrest in Moscow, because here lives my wife. From Moscow I will not be able to influence the course of investigations on Sakhalin," said Khoroshavin to the judge.
However, the Prosecutor and the investigator have not agreed with this statement, saying that house arrest in another city won't prevent him from influencing the investigation. "Being in Yuzhno-Sakhalinsk, he was perfectly coped with management of the flow of funds accounts in China and Hong Kong," said the Prosecutor.
