Russian motorists invented a new legal way not to pay administrative fines.
Car owners have increased their use is a legitimate way of avoiding fines. Cars were issued for minors. Due to the peculiarities of the current legislation of the Russian Federation, the child cannot be brought to administrative responsibility, so the drivers of these cars quietly violate the rules of the road without fear of losing money.
But soon the MPs want to fix the situation. To forbid children to have ownership, of course, no one can. However, it is planned to introduce a ban on the registration of vehicles registered in children. Such amendments are prepared in the Committee on transport. Thus, lawmakers want to ban such a method of escaping from the payment of fines.
Under Russian law, persons under the age of 18 cannot be brought to administrative responsibility. Accordingly, the violations recorded by automated systems, remain unpunished, because the penalty in this case, is issued to the owner of the car. The owner of the car – minor citizen, respectively, to attract the owner to administrative responsibility is impossible. Precisely the kind of loophole and are parents of minor children.
Statistics show that the number of evaders is growing at a rapid pace. Therefore it is planned soon to shut this loophole by prohibiting registration of such vehicles.
