10 of June. In the state Duma introduced a bill proposing to penalize sellers of tobacco products, if they sold them to a woman to 40 years, and women with young children. This initiative was made by the Deputy of the state Duma Ivan nikitchuk.

The document States that "the sale of tobacco products to women under 40 years, as well as women at any age in the presence of minor children, provide for administrative liability in the form of a fine: for individuals – 3 thousand to 5 thousand rubles, for officials – to 30 thousand – 50 thousand rubles, for legal entities - 100 – 150 thousand roubles".

In the explanatory note to the document States that the initiative aims to help mothers to quit Smoking. According to the author of the document, these measures "can prevent the spread of tobacco dependence, which is detrimental to a woman's body."

Sellers of tobacco products if they have doubts about the age of the customer, "are obliged to request a document that certifies the identity and which allows to accurately determine the age of the customer". Sellers in case of doubt and lack of document that can confirm the age of the customer or the age of her children, are obliged to refuse to sell tobacco products.

Nikolay Gerasimenko (Deputy Chairman of the Duma Committee on health), commenting on the initiative, noted that "this violates human rights".

The effect of anti-tobacco law

1 of June, 2013 came into force anti-Smoking law that prohibits Smoking on the territories of educational institutions (schools, Universities), institutions of sport, culture, stadiums, beaches, hospitals, playgrounds, within public institutions, at gas stations, on-site Spa facilities.

According to him, Smoking is prohibited in public eating places, on the platforms of railway stations, in hostels, in hotels, on ships and in trains of distant following. For violation of these requirements stipulates responsibility in the form of a fine: for individuals – 500 – 1500 rbl., for owners of FE and fines of 30 thousand - 40 thousand rubles, for legal entities the fines higher (50 thousand to 90 thousand rubles.).

Nikolai Gerasimenko proposed at the departmental level to prohibit Smoking in the workplace doctors, teachers and police.

Also in the state Duma was introduced the bill assumes the introduction from 1 January 2015, the state monopoly on the production of tobacco products. The author of this initiative was Oleg Nilov. Commenting on the bill, he said that "it is necessary to control the quality of tobacco products sold to the citizens".

Vladimir Zhirinovsky (LDPR leader) offered to sell cigarettes to smokers around the help and to consider people smoke or not when applying for a job. Help Zhirinovsky proposed to specify that "the patient (smoker) needs and his dependence".
