31 of December 2014, Vladimir Putin signed the law "On amendments to certain legislative acts of the Russian Federation on strengthening responsibility for offences in the sphere of road safety".
According to the amendments, from 1 July 2015, drivers who have repeatedly been arrested for driving intoxicated, are subject to criminal prosecution and may be punished by a fine in the amount from 200 thousand to 300 thousand roubles or imprisonment for the term up to 2 years and license revocation up to 3 years.
The penalties for committing a drunken driver accident that resulted in the death of one person: today, the term of imprisonment such drivers must be at least 2 years. Such drivers will also be prohibited from engaging in certain activities and hold certain positions.
6 September 2014, Prime Minister Dmitry Medvedev signed a decree "On amendments to the rules of the road". These amendments revise the algorithm of actions of the driver in an accident.
Supplemented that in the event of a traffic accident, if the vehicles interfere with the passage, drivers have to release the roadway, but before it can be fixed by means of photo - and video recording the scene, record the names and contact information of eyewitnesses.

CTP in electronic form
From today (1 of July) comes into force amendments to the law "On compulsory insurance of civil liability of vehicle owners" and certain legislative acts of the Russian Federation" signed by the Russian President Vladimir Putin on 22 July 2014. These amendments will allow to conclude a contract CTP in electronic form. Prior to this, the insured was required to receive a paper policy.
Housing prices
From 1 of July, the tariffs for housing and communal services in Russia on average will increase by 8.3%. Most expensive water – 9.1%, heating prices will rise by 8.4%, electricity prices will rise by 8.5%, gas – by 7.5%. The Federal tariff service reports that most tariffs will grow in the Volgograd region – 11.8, the least – Chukotka – on 1,86%. Next price increase is expected on 1 of July 2016 (i.e. within a year).
The value added tax on air travel
6 of April, 2015 Vladimir Putin signed the law on VAT reduction for domestic flights of passengers and baggage 18% (before) to 10%. This rate will be valid until 31 of December 2017. This will help to improve the financial-economic situation of the airlines and will reduce the cost of transportation and increase ticket sales.
Drug prices and access to pain medication
1 of July also come into force amendments to the Federal law "On circulation of medicines". Two laws, making amendments, were signed by Vladimir Putin on 22 of December 2014 and 8 of March 2015.
The amendments allow the Government to determine the registration and re-registration of maximum ex-works prices for the medicinal preparations included into the list vital. The law highlighted that included in the list of drugs not only cannot be sold without registration by the state marginal rates, but also more expensive the price.
The act States that in determining maximum prices, the government should prioritize the interests of consumers and producers, as well as focus on the actual price (including outside Russia).
Also comes into force a law that facilitates the access of seriously ill patients to strong analgesic drugs. This primarily applies to patients with stage IV cancer. The document increases the validity of the prescription from five days to fifteen. Additionally, repealed the requirement to return primary and secondary packaging used for medical purposes of narcotic drugs, at discharge, new prescriptions for these drugs.
