For calls and SMS at night proposed a fine in the amount up to 100 thousand rubles. A bill providing for the punishment, submitted to the State Duma. The bill envisages amendments to the criminal code of the Russian Federation and other legislative acts.
The bill says that a breach of the peace of the citizens communications must be punished by the imposition of an administrative fine on citizens in the amount of 5 thousand rubles, for officials – 50 thousand rubles, for legal persons – 100 thousand rubles.
Under the violation of the peace of the citizens means of communication are phone calls, SMS (including anonymous), messages via social networks, Telegraph, mail, email insults of a person or his relatives or threats that can cause the person concern for safety. As well as systematic calls or text messages without the intention to carry out a conversation.
In the explanatory note to the document stated that the legislation of several States contains a similar protective legislation.
For example, in the United States these standards are set in regional legislation of the States. Thus, criminal code of Alabama provides for legal liability for harassment by communication.
Russian law such protection regulation does not contain that leads to violations of citizens ' constitutional rights and increased social tensions.
