11 of January. Soon it will be possible to send not only plain emails, but also legally significant. Such messages can even be used as evidence in court. About this Russian newspaper said Mikhail Evraev (Deputy head of the Ministry of communications).
This year it is planned to introduce a bill about the postal service. The key point of this bill will be the introduction of State e-mail system or abbreviated GAPS. Through this system and will be sent legal letters. GAPS will provide its users the opportunity to add hybrid printing (conversion from electronic to paper form and Vice versa).
Mikhail Evraev noted that "it will be necessary to connect GAPS to an independent Registrar, who will record the fact of sending and delivery of letters". To control the entire e-mail system will be Roskomnadzor that oversees the entire communications sector.
He also noted that such letter will be the proof in court, because that is what this system and is created, "because a standard email you can send yourself".
As noted Mikhail Evraev, every disputable case will be dealt with separately: to recover the request to the system independent of the Registrar (which can't be faked or changed, because in its system information is received in encrypted form, and is accepted as the seal of the sender). The Registrar will give the answer about presence or absence of disputed fact.
A similar system with the presence of an independent Registrar who is already successfully operating on electronic auctions for government contracts since November 2014. From this moment, any entrepreneur may require to make a decision based on the information from this independent system for the appeal of actions of the electronic platform.

How it works
Program is Independent Registrar works as follows: you will participate in the auction for government contracts, the program automatically records your actions and sends data to an independent Registrar (in encrypted form). An independent Registrar is Federal state enterprise scientific research Institute "Voskhod". If there is a dispute, the FAS seeks information from an independent Registrar who then decodes it and decides the complaint.
An independent logger, storing information in encrypted form, does not have the key to decrypt, FAS, in turn, has the decryption key, but has no access to information until we have received your complaint.
Such a system is planned to connect to the portal torgi.gov.ru and zakupki.gov.ru and e-mail system, i.e. to all public electronic systems, where there are legally significant actions or legal hold stored information.
