Dmitry Medvedev stressed that the program should be continued on the basis of approximately the same amount of funds that were expended in prior periods, i.e., in the coming years, the cost of implementing the programme should be about 46 billion roubles.

The Prime Minister drew attention to the fact that the volume of funds allocated for this program is not small, but safety is paramount. Dmitry Medvedev also stressed that must learn to optimize costs, because "extra money in the budget no, they will have to pull from other places".

Dmitry Medvedev reviewed the results of the program implementation in 2010 – 2013. He noticed that in this period there were new security measures in the subways in 8 cities, 30 airports, 37 railway stations, sea ports 31. During this entire period was spent 46 billion.

The Prime Minister also stated that the program includes measures to reduce the response time and arrival of law enforcement bodies at the place of emergency. Dmitry Medvedev said that the draft programme should take into account the needs of the Ministry of internal Affairs, EMERCOM and FSB in additional vehicles to increase the speed of response to the incident.

Also it is much important to improve transportation safety is to improve the coherence of various departments and ministries.

Dmitry Medvedev stressed that because the country is large, it is necessary to identify the most "vulnerable places" and to direct money funds to improve safety at these locations.

The Prime Minister said that funds for this program in the draft budget were not included, however, he expressed hope for speedy adjustments to the Federal budget to ensure the implementation of this program.
