And the citizens of Ukraine from other regions will have to determine its status. They will be given 120 days, said the head of the Federal migration service of Russia Konstantin Romodanovsky. Otherwise, they can close the entrance to the Russian Federation for a period of 3 to 10 years.
If the allotted 120 days, the visitors from Ukraine will get the patents, they have problems with the stay will not, said Romodanovsky. Such a scheme of registration of stay in Russia is valid throughout the territory of the countries – participants of the CIS.
Your status is already decided about half a million internally displaced persons from Ukraine. All of the combat zones in the South-East of Ukraine arrived in the Russian Federation more than a million people. A large part has already applied to the FMS for assistance in registration statuses.
Preferential conditions of stay, it was decided to enter last year. Temporary accommodation booking right now about 224 thousand people, and about 125 thousand people want to take part in the program of voluntary resettlement of compatriots. The essence of this program is to obtain citizenship of the Russian Federation in a shorter time and with less financial cost. More than 100 thousand people have already applied for assistance under this program.
Monitoring of the migration situation in Russia has shown that, in General, in recent years, FMS has been able to move from the level of control and assessments to the management of migration flows. "In terms of visa-free relations with a number of countries to achieve this extremely difficult, - said Konstantin Romodanovsky, - basically, a mechanism which we now apply, - the differential closure of entry, but only for those who broke the law."
According to the latest data, in Russia today there are about 11 million foreigners. About 1.5 millions were denied entry into the country because of violations of the law. Most visitors from Uzbekistan (21 % of the total number of foreign citizens), followed by citizens of Ukraine, Tajikistan, Azerbaijan, Kazakhstan, Germany, China, England and the United States.
Perhaps, the number of violators of immigration laws will increase, as today in Russia there are about 2.7 million foreign citizens included in the so-called "risk group". This means that they do not have time to prepare the documents for work or temporary stay within 90 days from the date of entry.
Note: more than 1 million refugees from Ukraine arrived in Russia – a large part has already formalized the status of temporary asylum.
For foreign citizens it's a good way out of the situation – a patent. According to the head of the FMS issued over 1 million patents, the economic effect of this is noticeable: about 13.5 billion rubles came to the budget, which is more 1.5 times than last year.
"Rubber" apartments almost disappeared
In early 2014 apartments where migrants live several families had more than 10 thousand today, one eliminated 9.5 thousand. In the plans of the Federal migration service of Russia allow this value to several dozens, as fully eradicating it is impossible.
"Somewhere "rubber" apartments appears – we eliminate them, and they again appear like mushrooms after the rain, - said Romodanovsky. – But, nevertheless, a few dozens of such apartments to Russia – it's not scary."
