From 01 July 2014 on the territories of the Khabarovsk Krai, Primorsky Krai, Jewish Autonomous oblast and Amur oblast will be introduced social norm of electricity consumption. This rule will be used when determining the monthly fee for the electricity.
From 01 July 2014 the population of these regions will pay electricity rates established within and outside established social norms. These tariffs are set by a special authority in each region. Thus, in Primorsky Krai that body is the Department for tariffs of the Primorsky Krai, in Khabarovsk Krai – Committee on prices and tariffs of the government of Khabarovsk Krai, the Jewish Autonomous region Committee of the tariffs and prices of the Jewish Autonomous oblast and Amur oblast Management of the state regulation of prices and tariffs of the Amur region. The size of the social norms set by authorized body of state power of subjects of the Russian Federation.
A social norm depends on a number of parameters:
1. type of dwelling (or without electric heating and electrical heating installation for hot water supply, stationary plate);
2. the number of residents on the premises of the pensioners;
3. group of the household (the parameter is determined based on the number of persons who permanently or temporarily reside in this room);
4. the location of the premises (in the city or outside the city);

In order of JSC "DEK" was able to correctly identify the value of social norms of electricity separately for each consumer, it should be before 01 June 2014 to apply for verification of data on your premises in a branch on your place of residence. Why do we need these social norms?
The government tries to encourage the population to save energy. In addition, members believe that the introduction of social norms should help to reduce cross-subsidies in which companies pay more than they should have, and would curb the growth of electricity prices for the population.
The issue of social norms was discussed in the Government. Especially acute was the problem of the value of this norm, because they wanted to establish a common standard for all regions of the country. It was originally offered to establish a lath at level of 100 kWh per family. However, this option was abandoned because families are different. Then wanted to set the magnitude of the social norms at the level of 50-70 kWh per person. However, this option is also not suitable, because the consumption is different in different regions. That's why I decided to give this issue to the regional authorities.
