The decree of the President of the Russian Federation dated 05.05.1992 №431 "About measures on social support of large families" States that large families put a discount in the amount of not less than 30% of the installed fees for the use of sewage, water, heating, electricity and gas, for households living in homes that have no Central heating, – from cost of fuel, purchased within established norms.
In accordance with the above mentioned decree of the President of each region may adopt its own regulations, which provided additional benefits. So, by Decree of the government of Moscow from 07 December 2004 No. 850-PP "On the procedure and conditions for provision of measures of social support of citizens on payment of housing and communal services" for families with many children have the following privileges:
- the release of children, living together, from the payment for the removal and disposal of solid waste, as well as payment of the cost of removal and disposal of solid waste other cohabiting family members in the amount of 50% regardless of the type of housing;
- payment of 30% of the cost of utility bills (heating, sewage, water, gas, hot water, electricity) within social norm of the area of habitation and norms of consumption of utilities irrespective of a kind of housing. In those homes where Central heating is absent, a discount of 30% from cost of fuel, purchased within the norms, established for sale to the public.
This paragraph of the judgment are devoted to large families in which were born 3 and more children (including adopted children) until the youngest of them age 16 years, and those who are enrolled in educational institutions until the age of 18.
The large families in which more than 10 children under 16 years of age and older if they study at secondary schools, based on the following benefits:
- payment of 50% of the cost of removal and disposal of solid waste;
- payment of 50% of the cost of utilities (heating, sewage, water, gas, hot water, electricity) within social norm of the area of habitation and norms of consumption of utilities irrespective of a kind of housing, except for payment for heating in low-rise residential buildings that are provided by the contract of uncompensated use, measures of social. support which are all area of the dwelling.
