From 29 of November 2014 and 01 of July 2015 will come into force amendments to the Rules of the road, in accordance with the Decree of the Government of the Russian Federation of 14.11.2014 No. 1197 "On amendments to the traffic rules of the Russian Federation". In General, these changes relate to interactions between drivers and pedestrians. In particular, it will be prohibited to overtake on a pedestrian crossing, pedestrian crossings can now be not only on the carriageway. Not much changes, but they are important, so you should be aware of.

Tram tracks and pedestrian crossing

The term "pedestrian crossing" has been updated.

As: "Pedestrian crossing" - part of the carriageway marked with signs 5.19.1, 5.19.2 and (or) a marking 1.14.1 and 1.14.2 (here and below numbering is given a road marking according to Annex 2) and selected for the movement of pedestrians across the road. In the absence of a marking the width of a pedestrian crossing is defined by distance between signs 5.19.1 and 5.19.2.

As it became: "Pedestrian crossing" - part of the carriageway, the tram tracks marked with signs 5.19.1, 5.19.2 and (or) a marking 1.14.1 and 1.14.2 (here and below numbering is given a road marking according to Annex 2) and selected for the movement of pedestrians across the road. In the absence of a marking the width of a pedestrian crossing is defined by distance between signs 5.19.1 and 5.19.2.

From 29 November, the area of the crosswalk will be expanded. From this moment on a pedestrian crossing can be not only on the roadway, but also on the tram tracks. Thus, pedestrians crossing the tram tracks at a pedestrian crossing, will enjoy all the benefits of this transition. for example, a tram driver, moving on rails shall give way to pedestrians.

However, pedestrians should remember that the tram is heavy and he will not be able to stop suddenly, so you should not throw under the wheels of the tram at crossings, better to skip it and only then cross the road.

As it was: 11.4. Overtaking is prohibited:

  • at signalized intersections and at uncontrolled intersections when driving on the road, not the main;

As it is: 11.4. Overtaking is prohibited:

  • at signalized intersections and at uncontrolled intersections when driving on the road, not the main;
  • at pedestrian crossings;
  • at railway crossings and closer than 100 m before them;
  • on bridges, viaducts, overpasses and under them, as well as in tunnels;
  • at the end of rise, on dangerous curves and other areas with limited visibility.

Thus, from 29 of November will be banned from overtaking at pedestrian crossings in any way. Previously overtaking was prohibited only in the case when in the crosswalk there were people.

Pass pedestrians at crossings

amendments to the SDA, November 29, 2014

As it was: 14.1. The driver of a vehicle approaching an unregulated pedestrian crossing, must slow down or stop before the crossing to give way to pedestrians crossing the carriageway or joined her for the transition.

As it is: 14.1. The driver of a vehicle approaching an unregulated pedestrian crossing, must yield to pedestrians crossing the street or entered the roadway (tram) for the transition.

Looking at the changes, you can see that in principle nothing has changed, the legislator decided to go back to the wording predating 2010.

On 29 of November of the rules will be excluded the phrase "pedestrians." Due to the lack of decryption of this concept, drivers are not able to clearly understand.

Drivers must now give way to pedestrians at uncontrolled crossings.

"To give way (not to create noises)" - the requirement meaning that the participant of traffic should not begin, renew or continue movement, carry out any maneuver if it can force other participants of movement having in relation to it advantage, to change direction or speed.

Paragraph 14.2 of the SDA has also been amended:

As it was: 14.2. If before unregulated pedestrian crossing stopped or slowed down the movement of the vehicle, the drivers of other vehicles moving along neighboring lanes, can continue movement only having convinced that before the specified vehicle there are no pedestrians.

As it is: 14.2. If before unregulated pedestrian crossing stopped or reduced the speed of the vehicle, the drivers of other vehicles moving in the same direction, must also stop or slow down. Continue permitted subject to the requirements of paragraph 14.1 of the Rules.

Before this paragraph is applied only to drivers who are moving in adjacent lanes. From November 29 to reduce the speed or stop will be required of all drivers moving in this direction. For example, if you are driving on the third lane of four-lane roads, and on the first page of the vehicle slowed down before the crossing, You will be required to slow down or stop. To continue movement only after you yield to any pedestrians.

Ban cyclists on pedestrian crossings

amendments to the SDA, November 29, 2014

Vehicles, including bikes, can before to cross the road at pedestrian crossings. However, not all the cyclists were able to associate your bike with a vehicle.

Since 29 of November 2014 prohibition of the movement of a cyclist at a pedestrian crossing written on a separate line:

What it was 24.8. Cyclists and drivers of mopeds are prohibited from:

  • to ride a Bicycle, a moped, not holding the handlebars with at least one hand;
  • to transport cargo which acts more than on 0,5 m on length or width for dimensions, or a load hindering control;
  • to carry passengers if it is not provided by the structure of the vehicle;
  • to transport children up to 7 years in the absence of specially equipped places for them;
  • to turn left or to turn on roads with tram traffic and on the roads having more of one strip for movement in this direction;
  • move on road without the clasped crash helmet (for drivers of mopeds);
  • to cross the road at pedestrian crossings.

For drivers introduction this clause simplifies the paperwork in the event of an accident involving a cyclist on a pedestrian crossing. Now it is enough to indicate that the cyclist violated section 24.8 of the Rules of the road.

Pedestrians with reflectors

amendments to the SDA, November 29, 2014

As: When crossing the road and driving on road shoulders or edge of the roadway in the dark or in conditions of poor visibility to pedestrians is recommended, and outside built-up areas pedestrians are required to carry objects with retroreflective elements and to ensure the visibility of these items by vehicle drivers.

This paragraph applies to pedestrians OUTSIDE built-up areas. This amendment has caused the most interest on the forums. Someone spoke "for" the amendment, someone against. However, here, rather, a question about their own safety, because on country roads at night, pedestrians are very hard to see, but remembering that the speed limit outside the city above, it becomes clear that the driver less able to see the pedestrian. The reflectors will help to reduce the mortality of pedestrians on country roads. After the entry into force of amendments, in the event of an accident involving pedestrians on a country road, with no reflectors on the clothes of the pedestrian part of the blame, the driver can shift to the shoulders of the pedestrian.
