Who can apply for obtaining a residence permit
Applicants can be:

Documents required for obtaining residence permit
A foreign citizen, a citizen of the Republic of Belarus to obtain a residence permit must provide to the territorial authority of the FMS:
- application for issuance of a residence permit – 2 copies;

- a document that confirms the existence of legitimate livelihoods (should be above the subsistence level) or the document certifying the disability (pension certificate, certificate of income, certificate of employment, proof of receipt of child support, etc.);
- a document that confirms the existence of a dwelling on the grounds stipulated by the legislation of the Russian Federation. This document should be submitted after 3 years from the date of entry to the Russian Federation;
- a document issued by an authorized institution of health, confirming the absence of diseases of drug addiction and infectious diseases that pose a danger to others.

To obtain a residence permit a foreign citizen, recognized as a native Russian speaker, shall submit:
- the application for issuance of a residence permit;
- personal photos – 4 PCs.
- the document proving the identity;
- the document of the competent authority of a foreign state, which confirms that the citizen may appeal the decision to renounce the current citizenship, or a document about the impossibility of renunciation of citizenship of a foreign state. This document is not submitted if it is provided by international Treaty of the Russian Federation;
- a document issued by an authorized institution of health, confirming the absence of diseases of drug addiction and infectious diseases that pose a danger to others.

How to extend a residence permit
In order to extend the residence permit must be submitted to the territorial body of the FMS:
- application for extension of period of validity of residence permit;
- the document proving the identity;
- residence permit
- personal photos – 4 PCs.
In some cases, the documents for getting residence permit will not be accepted
The first reason is the presence of factual errors in personal data.

Also reason for refusal may be:

The timing of the receipt of the residence permit
Total period of provision of public services for the issuance of a residence permit is six months from the date of acceptance of the application.
For participants of the State program on assisting the voluntary resettlement of compatriots and members of his family the period is reduced to 2 months from the date of acceptance of the application.
Foreign citizen, recognized as a native Russian speaker, a residence permit is issued within 2 months from the date of acceptance of the application.
A foreign citizen who has received political asylum, a residence permit will be given within 15 working days.
The renewal of the residence permit is carried out in a period not exceeding 2 months.
After receiving notification of a positive decision on granting a residence permit, a foreign citizen must contact the territorial FMS for registration status.
